NEIL RICHARD WATERS

November 16, 1945 - January 19, 2021

With broken hearts the Family of Neil Richard Waters announce his passing on January 19, 2021 at Health Science Center

Neil is survived by his children, Bryan (Lana) and Shelley (Rick), and his grandchildren, Cody and Jada. Neil was predeceased by his parents, Charlie and Mary Waters as well as his brother John.

Neil worked for the city of Winnipeg in the parks and recreation department for more then 30 years, and enjoyed many years of retirement.

In his younger years he enjoyed spending time at the strawberry farm in Elma, Manitoba as well as the occasional fly in fishing trip. During his time with the City of Winnipeg he also enjoyed Rec League Hockey. One of his highlights was his Road trip with the Elma Clan to Alaska.

One of his many pass times was his daily morning and afternoon coffee with friends. He would often dog sit for various family members. He also loved to turn a 2 minute story into a half hour adventure.

Niel’s family kindly requests that all of his friends and relatives take a few minutes to honour his memory by watching the photo-biography above. They also encourage the sharing of photos, memories, and stories by making use of the comment section on this page.

Neil was always so kind.  No matter what.  And available to help loved ones, and share the latest in news.  Not everyone ‘shows up’ and he always has for his family.   Sending peace and warm memories for all.

So many memories of "Uncle Neil" over the years, many of them with the rest of the family around as well. I'll miss his presence even though I hadn't seen him in a while.

Neil was always so kind to us when we moved onto the Bay over five years ago now. Our two young kids knew him by name. Neil was always one to stop for a conversation as we walked by.  Neil always drove so carefully when he saw us out on our lawn or had the kids biking up and down the street.  We were saddened to hear of his illness and later his passing.  I fondly remember Hallowe’en 2019 when he grabbed a few extra handfuls for the kids.  What a kind man. We've been neighbors of Neil for over 20 years. He's always looked out for the neighborhood, especially the kids.  We got many updates from him when he see the kids walking to school or playing in the area.  One of many stories of Neil's graciousness was from a few years back. We were waiting for a taxi to drive the entire family to the airport for a vacation but the taxi service kept sending us a prius. After their third prius Neil had noticed and came out.  He insisted on driving so we wouldn't be late. He will be missed. Sending our condolences  Geoff, Janet, Megan and Jacob from 2 doors down ❤

I've known Neil for over 50 years, we were very good friends during this time.  We spent many hours together while at the Strawberry Farm.  After retirement from the City, we kept in touch with one another almost weekly by phone or coffee.  I could write a book on our adventures and misadventures over these last 50 + years.  My Family's condolences to Shelley and Bryan and their Families.  Rest in Peace, Neil.

I knew Neil through his voluntary involvement with the Recreation Facilities courses in Manitoba. I was employed by the Recreation and Regional Services Branch of the Manitoba Government, and Neil was involved in the Arena and Swimming Pool courses as a board member of the Manitoba Recreation Facilities Committee of Recreation Connections Manitoba. He acted in an advisory capacity and also as a course instructor. I know that the proper training of  arena personnel and public swimming pool staff was very important to Neil. He might have worked for Winnipeg Parks and Recreation, but his influence and expertise was province-wide in scope. I am very sorry to hear of his recent passing.

A beautiful tribute to your dad Shelley and Bryan. A tribute he deserved. He was a great guy who was always the there  to lend a hand or offer advice. He will be greatly missed by both myself amd my mom. We will be forever grateful of him always looking out for mom after dad passed. I will miss out afternoon driveway chats as well as our Thursday evening garbage putting out ritual.  He was an great Neighbor to have amd I’m sure the whole street will miss him. Aka the mayor of parkville bay.

Shelly & Bryan, We enjoyed having your dad as a next door neighbour for 22 years. I would often make a point of walking over and visiting with him when he was sitting on the front steps. He had his finger on the pulse of the neighbourhood. I'll miss complaining about the weather with him while we shovelled our driveways. He was always ready to help and provided lots of advice about maintaining & keeping my pool water in balance. Parkville Bay won't be the same with out him. Ryan & Joyce Poetker

Nice job Shelley and Bryan, your Dad would be really happy with the work you two did on his obituary.  We will all miss his smile, his big heart and all the stories he could tell.  All the good times we had while you kids were growing up.  Parkville Bay will not be the same without him. The video is really nice and brings back may memories.  We all feel fortunate to have known him so long.
